Kipke Amendment Stops Welfare Cards from Being Accepted at Maryland Casinos

The Maryland Gazette called it the "only faint touch of sanity" when Delegate Kipke passed an amendment to gambling expansion legislation that prohibits Maryland casinos from accepting state issued welfare debit cards.  Audits in other states exposed that welfare cash cards called "Independence Cards" were being used to gamble away tens of millions of dollars each year.
